										<content:encoded><![CDATA[<h2>Fish Count Planned on Hudson River Shores &amp; Piers</h2>
<p>New York State Department of Environmental Conservation (DEC) Commissioner Basil Seggos today announced that the 11<sup>th</sup> annual Great Hudson River Estuary Fish Count will take place at multiple sites along the banks and piers of the Hudson River on Saturday, August 6, 2022.</p>
<p>“The annual fish count event provides a great opportunity for New Yorkers and visitors to get outdoors or go online and learn about the many fish species that live and thrive in the Hudson River,” Commissioner Seggos said. “With sites from New York Harbor to Waterford, there are many places for young and old alike to participate in this year’s event.”</p>
<p>New Yorkers from the Capital Region to New York City are invited to explore the variety of creatures usually hidden below the river’s surface. Fresh upriver, and salty at New York City, the Hudson River Estuary and watershed are home to more than 200 fish species, including several that migrate into the river from the Atlantic Ocean each spring to spawn.</p>
<p>Eleven sites will offer in-person opportunities for the public and two will live stream the fish count on DEC’s Facebook Live at 11 a.m. and 5 p.m.</p>

<p><em><strong>DEC and SUNY ESF Partner to Help Reduce Recycling Confusion, Improve Recycling Quality Statewide</strong></em></p>
<p>Today, the New York State Center for Sustainable Materials Management (NYS Center for SMM), based at the SUNY College of Environmental Science and Forestry (ESF), launched a first-of-its-kind statewide recycling website to address residential recycling confusion and contamination across the State. Visitors to RecycleRightNY.org will learn about the value of everyday materials and why it is important to recycle correctly.</p>
<p>The Recycle Right NY campaign was originally launched by the New York State Department of Environmental Conservation (DEC) after a series of recycling stakeholder meetings in 2018 to jump start discussion aimed at addressing challenges facing New York&#8217;s recycling system. Campaign management was transitioned to the Syracuse University Center for Sustainable Community Solutions (SU-CSCS), a core partner with the NYS Center for SMM. The SU-CSCS team worked with more than 100 New York state recycling professionals to further build out this important resource.</p>
<p>DEC Commissioner Basil Seggos said, &#8220;New York leads the nation in educating the public on the importance of reducing solid waste through reduction, reuse, and recycling. DEC launched the Recycle Right NY campaign working with recycling professionals, and we are eager to expand this effort through our partnership with ESF. All New Yorkers can do their part to ensure we reduce waste and improve recycling, and this outreach and education effort will connect communities with the tools they need to develop best practices for assisting residents in recycling materials from the waste stream into viable commodities for manufacturing.&#8221;</p>

										<content:encoded><![CDATA[<h3><strong>State Encourages New Yorkers to BYOBagNY</strong></h3>
<p>New York State Department of Environmental Conservation (DEC) Commissioner Basil Seggos announced today that DEC will begin enforcement of the State’s ban on single-use plastic carryout bags on Oct. 19, 2020. The plastic bag ban, which went into effect on March 1, was not enforced per an agreement between the parties in a lawsuit brought by Poly-Pak Industries, Inc., et al, in New York State Supreme Court.</p>
<p>DEC Commissioner Seggos said, “The Court’s decision is a victory and a vindication of New York State’s efforts to end the scourge of single-use plastic bags and a direct rebuke to the plastic bag manufacturers who tried to stop the law and DEC’s regulations to implement it. As we have for many months, DEC is encouraging New Yorkers to make the switch to reusable bags whenever and wherever they shop and to use common-sense precautions to keep reusable bags clean. The Court has ruled and DEC will begin to enforce the ban on October 19th. It’s time to BYOBagNY.”</p>
<p>Pursuant to an Order of the New York State Supreme Court, Albany County, DEC agreed to provide the parties and the Court at least 30 days&#8217; notice prior to commencing enforcement. DEC is currently conducting extensive outreach to stakeholders, including grocery stores, retailers, and others, to provide notice of the start of enforcement and answer questions.</p>
<p>DEC continues to encourage New Yorkers to use reusable bags wherever and whenever they shop with the #BYOBagNY campaign, launched earlier this year. Additional information about exemptions to the plastic bag ban, frequently asked questions, and posters, flyers, and tip strips to download, as well as tips for keeping reusable bags clean are available on the DEC website.</p>
<p>New Yorkers use an estimated 23 billion plastic bags annually—each for about 12 minutes—and approximately 85 percent of this staggering total ends up in landfills, recycling machines, waterways, and streets. In March 2017, Governor Cuomo created the New York State Plastic Bag Task Force, chaired by DEC Commissioner Seggos. The task force met several times to develop a uniform, comprehensive, and equitable solution to the challenge of plastic bag waste. The final report analyzed the impacts of single-use plastic bags and provided options for legislation that could help develop a statewide solution. In addition, following passage of the New York State Plastic Bag Waste Reduction Act, DEC held a series of meetings with industry stakeholders across the state to invite input from the public and guide the agency&#8217;s development of rules and regulations to implement the law.</p>

<p>The lawsuit was brought by Poly-Pak Industries, Inc., Green Earth Food Corp., Francisco Marte, Mike Hassen, and the Bodega and Small Business Association in New York State Supreme Court. DEC was represented by the New York State Attorney General’s Office in the lawsuit. The Court issued its decision in the case on Aug. 20, 2020.</p>

										<content:encoded><![CDATA[<p>DEC Advises Backcountry Downhill Skiers, Snowboarders, and Others of Avalanche Risk in Adirondack High Peaks Region</p>
<p>Backcountry downhill skiers, snowboarders, and others who may traverse slides and other steep open terrain in the High Peaks region of the Adirondacks must be aware of the risk of avalanche, New York State Department of Environmental Conservation (DEC) Commissioner Basil Seggos advised today.</p>
<p>DEC reminds backcountry winter recreationists to take the following precautions when traveling in avalanche-prone terrain:</p>
<ul>
<li>Cross-country skiers and snowshoers should stay on trails and avoid steep slopes on summits;</li>
<li>Know the terrain, weather, and snow conditions;</li>
<li>Dig multiple snow pits to conduct stability tests &#8211; do not rely on other people&#8217;s data;</li>
<li>Practice safe route-finding and safe travel techniques;</li>
<li>Never ski, board, or climb with someone above or below you &#8211; only one person on the slope at a time;</li>
<li>Ski and ride near trees &#8211; not in the center of slides or other open areas;</li>
<li>Always carry a shovel, probes, and a transceiver with fresh batteries;</li>
<li>Ensure all members of the group know avalanche rescue techniques;</li>
<li>Never travel alone; and&#8230;</li>
<li>Notify someone about where you are going.</li>
</ul>
